Instructions for Legalization (May 12, 2023)

Legalization is a process of document authentication observed by some governments. Documents issued in Georgia to be used in China should be legalised by the Chinese Embassy in Georgia  before they are sent to China.

The embassy of the People's Republic of China in Georgia can handle consular authentication for notarial certificates or commercial documents issued by relevant Georgian institutions and certified by the Georgian Ministry of Foreign Affairs, which are intended to be sent to China for use. According to international practice and Chinese consular practice, the purpose of consular authentication is to enable notarial certificates issued by one country to be recognized by relevant departments in another country and have legal effect, so as not to be affected by doubts about the authenticity of the seal and signature on the document legal force of the instrument.

1.The Chinese embassy in Georgia handles consular authentication, which is an activity to confirm the seal and signature of the signatory for the authentication business record of the Consular Department of the Ministry of Foreign Affairs of Georgia on the documents applying for consular authentication. According to the application of the parties concerned, the application for certification that meets the following conditions is accepted:


 The seals and signatures of the c Legalization  authorities and personnel in the country of residence have been filed in our embassy and conform to the prescribed form; documents that do not meet the requirements for seals and signatures for filing cannot be authenticated in our embassy;


 The document is true and legal, and does not contain any content that violates Chinese laws or may damage China's national and social public interests;


If the documents for  Legalization are more than two pages long, they should be bound into a volume so that they cannot be easily replaced. It should be sealed with wax paint or stamped with seams or stamped with steel seals to ensure the integrity of the document.


2. The basic process of consular  Legalization


(1) Before applying for consular authentication of relevant documents to our embassy, the notarization and authentication should be completed in the host country.


(2) Birth certificates, marriage certificates, academic degrees, certificates of no criminal record, etc. can be notarized and certified directly at the Public Service Hall of the Ministry of Justice of Georgia (if the documents need to be translated into English or Chinese, they can be processed at the above institutions);


(3)Other documents can be notarized at various notaries in Georgia (if they need to be translated into English or Chinese, they can be processed at the notary) and then go to the Public Service Hall of the Ministry of Justice of Georgia for certification.


3. Apply for  Legalization at the Chinese embassy in Georgia.

The parties concerned can apply for consular authentication to our embassy by themselves or entrust others. The parties should fill in the certification application form (see Annex 1) item by item as required, and sign or fingerprint at the corresponding position. There is a separate style sheet for death certificate authentication (see Attachment 2).


4.Materials to be submitted:

(1)A completed certification application form;

(2)A copy of the valid passport or other valid identity certificates of the person himself; if the agent applies on his behalf, a copy of the identity certificate of the agent and the identity certificate of the party concerned shall be submitted;

(3)The original and a photocopy of the application for certification (each page of the material needs to be photocopied).


5. Review by consular officials


If the consular officer finds that the document applied for authentication meets the requirements after examination, he shall issue an authentication certificate within five working days from the date of acceptance.


The time required for supplementary certification materials, requesting domestic instructions to verify the situation, force majeure and other reasons are not included in the above-mentioned time limit.


If the notarization of marital status used for marriage registration exceeds 3 months from the date of notarization, the parties need to apply for notarization again. The notarization of marital status, health, property, income and non-criminal record for adoption in China is from the date of notarization to the date of application for adoption registration (excluding the processing time of the China Adoption Center), and those that exceed 6 months will not be certified .

6. Payment and Evidence Collection

After the certification is issued, the party concerned can pay the fee and receive the certification at the embassy according to the collection date based on the collection form.

For foreign citizens:

Recognition of civil affairs (certificate issued on the fourth working day after acceptance): 40 lari

Recognition of business affairs (certificate issued on the fourth working day after acceptance): 80 lari
